It all depends on your religion, if you are christian, jewish or muslim then it is a man. If you are wiccan then it is Gods and Goddesses. Then again, it's all up to your belief, if you want to believe a man or a woman is in higher power then they are. It's up to you to choose what to believe, not society.

God is Father, spirit, burning bush, cloud, wind, Holy ghost. ....God said, "I am who I am" perhaps he meant he can be what ever he wants to be.... so yes, he can be a female... perhaps what ever it is we as individuals want him to look like.
