If so, who would I call to report this? How could I prove a certain person did it? Please only answer if you really know.

Well, if you broke in without their permission, then yes, because it is violating somebodys privacy and reading their mail, but if they told you that they could, then not so much.

But it depends, what circumstances are you breaking in under, like are you trying to hack into your sisters e-mail, or like the president???

But if you tried to prove somebody did it you would need evidence, the hard core type. And if it turned out that you knew who did it, report it to your e-mail browser or somebody official that you know can track this type of thing

It is a federal offense and someone could go to federal prison along with being fined. You would have to "catch" him/her doing it. Call the police and I think(not certain) the POSTMASTER .
I would go and call the POSTMASTER and ask them what you should do if you catch someone doing this. They would/should know.
