Does anyone know if Skype phones really let you call other Skype users for free? My roommate's wife is in Romania and this would be great for him if they can really call one another for free if they both have skype phones and service. Any help would be appreciated!

Quick answer: YES! We use it all the time!
Actually PC-to PC calling is free every where, Yahoo messenger, Skype, google talk and I guess MSN messenger have it too!
The more important question is, does your roommate's wife in Romania have access to a good enough internet connection?
One thing to note is that they don't need to buy phones (those phones need a PC anyway, unless you buy the expensive $250 versions, which still need a WiFi wireless router in your home), only cheap $5 headsets are enough! You may even not need it if your (their) laptops have integrated microphone!
