That's a fallacy. You can get both types in jars, cans and vacuum packed. Just visit a Turkish or Greek food shop rather than the local supermarket.
The reason why I say that is because the local supermarket only stocks items on its shelves what the local residents expect to see. For example, if you compare two areas - one in an affluent area and the other in an average council area. Which one do you think will stock the greatest selection of caviar for example?
You probably have only seen them packaged that way in your local area.
Would you like to know how they decide what to stock? All the shelf space in the stores must earn a certain amount of money from an item or it is quickly reduced in price and not replaced. This is done automatically by the central point of sales system. It may be that the local supermarket sold both types of olive in jars and cans. Perhaps the black olives in c ans and green olives in jars sold much better than the other combination.

Because green olives are considered more of a delicacy and are more expensive to both process, store and harvest. Regular old Black olives are more common and canning is a less expensive more practical way of storing them for shelf life and sales. Some do come in jar's. The expensive ones like calamata or the Greek, black, oil cured, olives come in jars too. Green olives are also for bar use, makes more sense to store them in a jar rather than a can for bar use.
