I just moved to college and I don't know anybody here. What would be a good idea to meet people. I can't just walk up and start talking, wouldn't that be odd? I can't meet people in class, because it's "lecture, get out of my class room". Any help?

Colleges usually organise activities/event and intrest groups you can join. Check their noticeboard or ask at the help desk.

Otherwise I would suggest you remember faces from your lectures, then if you see them outside of the lecture say hi and start a conversation (maybe ask them what they thought of the lecture), that will get the ball rolling.

Join some on campus clubs or something. Or just walk up to someone and be like "Are you in my (insert class name here) class?" and if they say yeah then be like "Well, I was having trouble understanding what s/he meant by saying (blah blah blah)" and if they say no, say "sorry, my bad". Also, if you're invited to parties, go to them. And maybe try to join a sorority/fraternity.
