Hi--The people who answered your question before me-- have some great advice--what I have to add is- check the ear on that side--your cat maybe trying to scratch at the ear for relief (from ear mites perhaps)--and while hes trying to get at his ear-hes , unfortunately, also getting the eye area---It actually happened to one of my cats----so, check it out--and Good Luck!

Do you have another cat, or does your cat have a buddy? Sometimes during mutual grooming the fur above the eye toward the ear is worn off. Some cats will "overgroom" themselves, but you probably would have noticed this obsessive grooming pattern. Hair loss/thinning hair can also be a sign of a hormonal imbalance, usually thyroid. There's also parasites (ringworm, ear mites) and skin allergies. My mother's cat has to have prednisone shots because of skin allergies that cause him to pull out his fur and chew on himself until he bleeds. Self-cannibalizing kitty. He looks pretty odd, sometimes. Take your cat to the vet. May be nothing, but just like babies our kitties can't tell us where it hurts. So any change that doesn't quickly pass should be considered a symptom until determined otherwise.
Good luck.

save him indoors for each week and observe if it clears up. If it does no longer, take a glance indoors his ears. Are they grimy? Is the cat itching his ears? whilst a cat has ear mites they scratch at them and can pull a selection of their very very own fur out interior the technique. Ear mites do no longer constantly stay contained interior the ear, they pass slowly around the outdoors of the ear and onto the cat's face, on the component of the nostril and eyes. So make particular for ear mites.

Dont worry if you have an older cat it is quite normal. Almost all older cats have this but it is quite alright if you would like to see a vet but by my opinion i dont believe it to be necessary

Ringworm frequently is around the eyes, so I would have it checked out by a vet. If it is ringworm, you should know it is contagious to other animals as well as people.

It is best to take it to the vet! It may be some type of parasite or infection that is causing this... and antibiotics or cream will be the course of action to take!
