We're being friendly. In the country, people in trucks wave at motorcycles, as do people in cars, on tractors or folks just standing on the porch.
The low wave is traditional, is often made with two fingers, and means to "keep the rubber side down".

Common courtesy among like minded individuals. After all they are looking at each other checking out each others bike. How awkward to have eye contact and not gesture.
