D.C. stands for District of Columbia. It is a "district" that is not part of any state. It's a separate city that has the responsibilities of municipal government (schools, police, libraries, trash collection,etc... and they levy property taxes) and also of a state government (they have their own DMV, for example, and they levy income taxes for residents). They have a mayor and city council. The D.C. suburbs are all in Maryland and Virginia but it is not actually part of any state.

One huge local issue is that because it is not part of any state, they do not have much representation in Congress. They have no senators, and one representative in the House, but the representative has no real authority (can make arguments but can't vote on legislation). That's a huge local issue because there are more than half a million residents of the district (more people than Wyoming and not much less than a couple other states). These residents also pay federal taxes but don't get full representation in Congress.

But, I digress. The short answer is it's a district and it's not in any state.

District of Columbia. I.E., D.C. Washington D.C. is located on the east coast in Virginia. It's close by to where the original English explorers landed and built Jamestown nearby.

It stands for District of Columbia. It is not in any state. It is made up of land that once belonged to the states of Maryland and Virginia, straddling the Potomac River. Each of those states ceded the land rights to the federal government.
