Each dog is different. Some dogs are scared to walk on those types of surfaces because they find it unstable due to its slippery surface! Some dogs don't like the sound of their nails tapping on the floor! The best thing to do is promote positive reinforcement. Tempt your dog onto the floor by using treats. Each time he/she does it, praise it highly, and it will soon learn that the floor is not that bad!

Which is better? Depends on the quality of product you get in each.. Which is easier to install? Depends on how handy you are. If your room is over 12' in either direction I wouldn t do a vinyl. Seaming isn t for the average DIY er.. You ll get a nicer, overall look with a laminate but if you have pets who may have accidents, then a vinyl may be the way to go. If your handy the laminate can be very nice if you get a good product. You don t spend that much more and the quality can get much better. Now if you have pets ( or kids who spill)and want a laminate look , look at the TRaffic Master Allure, It is a laminate type look, easy to install and is water proof and inexpensive.. You don't mention your Pom's age. If your dog is getting older or having some medical issues, it could be the dog is scared of slipping. Perhaps she slipped and hurt herself?
It could be as simple as her nails need trimming and she is having a hard time walking on the slick floor.
Whatever you do, don't "Flood" her: force her to walk on the floor. This is akin to taking someone who is scared of drowning and throwing them into the ocean from a boat.
You could get her to walk on the floor this way, but she'd never trust you again.
Instead, find something she really really likes, small pieces of roast chicken work, and see if you can coax her to put a foot on the floor. reward her. work her up to more feet and walking further and further onto the floor.
If she is getting older, and balance and steadiness are issues, invest in a few throw rugs.

all do respect dogs don't adjust to change well. I have 2 they're
Jack Russells and the slightest change they notice, someone was here, their sense of smell, furniture moved, etc. But I think it
has to do with the glue under the laminate, so if you can place a blanket (old) rub it around familiar things of the dog will eventually
come around, or a carpet and call his pet, play, familiarize him with this foriegn walk about. Treats on the blanket/carpet may do
as well for the little one. Best of Luck!

It may be a little bit slippery. When they have problems with their joints they don't like walking on slippery surfaces.
