He doesn't initiate the conversation with you because he is shy and probably doesn't know how to open up. If things get rolling once you intiate the conversation, just keep it up until things get more comfortable for him. You shouldn't have to do all the work forever, but this is not a difficult thing and should be worth the effort.

You just answered your own question, didn't you? He's shy. That is why. He will give every sign he can without actually talking, because he hopes that either you will eventually make "first contact" or give such a CLEAR sign to him that he will feel at ease about talking.
It's what happened to me. I was shy like a groundhog inside a hole and about to pop out on Groundhog's day and have everyone stare at me. I liked this girl, and made eye contact, tried to laugh around her, etc., but I was too scared to talk to her. Then, we were exiting math class and she held the door open for me for about 4 sec, so I was like OKAY, it's time to say something and everything worked out because holding the door for me for 4 sec, AFTER CHECKING WHO WAS EXITING BEHIND HER (which was me), was about as close as one gets to saying, "Hey, I'm attracted to you!" without actually saying it.
So there :) Break gender boundaries. Hold a door open for him.

He is shy. The chances of him starting a conversation are very small. He will wait for a 'good' opening to start one.....and that good opening may never come.
