I want to create a banner that is larger than a regular piece of paper up to 18 x 18 inches. What program would you recommend?

I used to do this often in FreeHand, you just define your page as 18 x 18 (or whatever) and when you send it to print you choose the Tile option. It then prints it on A4 pieces in chunks. There is a white margin around the edge of each piece which you have to trim off but it doesn't cut off any of the document. You then manually paste it together.

I haven't used FreeHand for years, but I'm sure any drawing or layout program like Illustrator, Quark or even Publisher will do it - go into the Help and type TILE

Depends on what you're trying to do. Almost all Microsoft products allow for it to be adjusted to that size. However you just can't print it off of your computer. In Microsoft Word 2003, go to File, Page Setup, and change the page size to 18x18. When it says "Fix" or "Ignore", choose Ignore.
