because my best friend is hitting on her but he swares he isnt what should i do ?

I think that you should tell your friend that you want him to back off and then ask her out.

what are you scared of ? if you like her, tell her.[=
if she likes your friend & not you, you have to move on.
all relationships go through hurt & you have to learn from
