I want to create a banner that is larger than a regular piece of paper up to 18 x 18 inches. What program would you recommend?

You can create large 18X18 documents using MS Word. The software will not allow you to create large documents if your printer does not support large format printing. The trick is to install a printer driver that will support as large as 18x18. You can install a printer using the Generic Text Only printer and this should allow you to create the document.
