Well I think it would be better for him to make that move, but then again, he needs to know that you feel the same way...so I'd say dont tell him directly , but make sure he knows how you feel about him, seems like you care a lot for him and you love him, make sure he knows that you care for him and you are interested in taking the relationship to the next level!

Hmm this is tricky. Is really hard to talk about this stuff. But it is necessary if what you want is committment. I would just wait until you feel comfortable and then tell him that you would like things to be exclusive between the two of you. If he has a problem with it, then it is better to know now then wait longer and get all attached and find out he doesn't want what you want.

It's okay to ask anything you want...but if he didn't bring it up, don't expect any miracle answer from him. Guys don't get involved with girls to be in a commitment, you know? If you're not getting any good vibes that he's interested in a "next level", I'd leave and find someone who may be ready.

In my opinion, if he is seeing only you, he is in a committed relationship already. You say you "really like him" but you don't mention love. I say take it slow, take it for what it is, and if the opportunity presents itself to talk about where the relationship is heading, be sure and take advantage of it. If it is meant to be, it will happen.

Maybe tell him about "a dream" you had last night where he was doing something interesting to you.
Or maybe ask him what he'd like to have you do to him.
Tell him what you want him to do.
Or just take his hand and guide him. Gently.
But try not to take it personal if he doesn't respond how you want him to. He may just be really nervous.

if you have been dating for 4 months then ask him if he is willing to go to the next level. you can only tell him it is your wish to, and let him give you his answer, however it turns out remember that he is probably a nice guy and respect his decision
