There are several distributors that import these rifles that I know of. Without going into a long answer, I would suggest that you go to a local dealer that sells AK clones and, if he doesn't have one of these in stock, he would probably be willing to special order one at a reasonable price, especially with a prepayment, either partial or in full, and possibly a little incentive.
My dealer will special order anything my heart desires on the market for wholesale + 10% and I pay the s&h, but I have been dealing with him for 20-odd years and have bought just about all of my firearms from him during that time.

Legally, I would bet they want you to do that. It would ruin a perfectly good rifle. This weapon was made to fit a specific purpose, and that wasn't a "bush rifle" or some fad. It was designed as a Sniper rifle, to hit a specific target, out to a set range, and work in most conditions, reliably, like its little brother, the AK. If you want an AK, purchase one. But, cutting down a Dragunov will ruin its looks and probably cause it to act up with every shot, as it need that length to cycle the gas system that makes it work. Of course, if you want a short, bolt action rifle in 7.62mm Rimmed, I think you can still purchase them, from WWII.
