You can't know how high it was from the info given. If a balloon were to descend in a straight line to the ground then maybe... 'Rate' refers to the speed in which it was traveling... if traveling a straight line you could determine an answer. Not knowing if it were battling the wind or simply traveling diagonally to the ground you can not determine the 'height'. You can calculate the distance... but not the height.

its impossible to know, cuz a hotair balloon dosen't descend at a constant speed, and they usually stay at the same heitght so they would be going up and down
