It depends are where they are (how are you defining "downtown"?).They are either to 6pm or 9pm (I've seen 8pm in Old Town/Gold Coast) and free on Sundays and Holidays. Near Millenium Park/Art Institute/Theatre District they are 6pm but are also 0.25 for FIVE minutes and they all have 2 hour limits. Sometimes metermaids are all over the place to enforce this...

As a previous poster said, there is rush hour or weekday restricted parking in certain areas but these spots are not metered. You WILL be towed if you violate this if a cab doesn't smash it first.

I believe it is 9 pm. Be aware though, that during rush-hour, you cannot park by the meters in downtown. It's a stupid law that I was unaware of when I parked. You could be towed, but usually they just write a ticket.
