By oxygenated water I assume you mean Peroxide?
You put it on your arms every day. It takes really long, like a week, or more. First it starts to turn red, then it will get gradually lighter. You have to put it on frequently and let it dry and keep doing it until it is light enough.
Try Jolen Creme Bleach. It only takes 10 minutes.

bleaching cream...easy...I would reccomend getting them waxed instead. Bleaching will just turn the hairs white, so if you get the slightest tan you'll look funny.
Waxing thins out the hair, it grows back extremely slow, and some follicles may never grow back. Shaving will just cause the follicle to strengthen, and will cause severe annoyance to anyone who ever touches your arm.
PS if you do wax your arms, get a growth inhibitor cream so you won't have to get them done again for a long time.

I would suggest you speak to your family physician on this oneif you are planning on bleaching. If you have dark and long hairs on the arm, you may just want to do a removal. There are salons that will do hair removal through laser instead of waxes. Check around.
