I was pulled over and the state trooper had his hat on and the chin strap under the lip instead of under his chin. I have no idea why this is part of the uniform. It looks strange and it must be an annoyance when trying to talk.

You must be talking about the East Coast. There is a strong undercurrent of the military in most state police organizatinons.
If you notice the Britsh Palace guards have a similiar thing.
I think it would be incredibly irritating, but it is tradition at some agencies.
Long after we abandoned mandatory wearing of hats, the state police still have to wear them. It has even been found that 1 state trooper in Kansas was killed because his campaign hat blocked his vision of a person he was checking and he was shot and killed.
Personally, I'm glad we didn't have to wear the Smoky the Bear campaign hats.

I have no idea.. it does look dumb though. Why not just wear a damn baseball cap... Like those drug teams... they don't have their bottom lip in a bind...
