Get him a little sweater and shoes and try to make it sound as though it is a treat to go outside. I mean, I keep saying to my dog, "outside" in a fun-loving way. He thinks we are going outside to play. But I do take a rubber ball out in which to play. Finally, he sniffs around and finds some place to do his "business". I always reward him in words and a dog treat.

Shovel a path in the lawn for him. My JRT is a baby in the winter too! We call him dainty paws...sometimes he'll go out and pee and then curl up and whine until I come pick him up and bring him inside!

is it just cold or is there snow with the cold? how cold is it where you live? you might put a coat on the dog so he does not feel the cold.

Get rid of ALL snow where he goes, so he doesn't have to walk on it.
