Since the dash lights are cutting out and losing power at same time I'd have to think that your problem is ignition related. The motor sounds like it's stalling and since it's a manual starts up again. I would start with the basics like wires/cap/rotor/plugs. If you have a check engine light on have it scanned as well.
good luck

start with the easy stuff. Check the air cleaner. Take it out and look thru it into the sun. If the shape of the sun is not visible it is stuffed. Replace it. It needs air to burn the fuel.
Also check the air passageway to be sure there isn't anything obstructing air flow. And that it is a firm passageway.
Next might be fuel system problems. Check engine compartment for a fuel filter. Replace it. You could be starting for the fuel needed to burn.

I had nearly 6months work experience on cars especially on vw.During that time i come across with lots of problems like you have.it seems like your car is really in trouble. The reason why you lose power might be ur spark plugs or their cables or exhaust manifold(even your fuel might cause bad effect on car)..because it seems like there is a lack of air during the combustion so the air might go out because of a small hole on your exhaust manifold or ur spark plugs(or their wire) may gone so there isnt a proper fire supply during combustion. These are all make car to lose power. And also there is a problem in your power steering system you may need to replace the main chip to avoid losing power steering and this operation will cost like 700pound i think. On the other hand it might be a broken cable cause yoUr steering light to turn on.So all u need to do is go a vw garage and let them to check your car. They gonna connect your car to computer first and then they will find the problem easily and tell you.
