How much does it cost to have your own, personal phone line at home (in other words, a second phone line)?

it depends on the carrier and your area. your best bet would be to call your local phone company and ask.

Better option if you act quick (only through Jan.) is to go to www.skype.com and register for their promotion. It's one year of unlimied call outs for $15 (you need to buy a call in number for $35). But you need to have a PC.
If your friends have PCs too, you don't even need to pay, PC to PC is FREE, either on skype or yahoo messenger or googleTalk or MSN messenger (or I bet AOL!) Just get a nice headset and you're good to go! Ofcoarse you'll need a broadband internet access too, i.e. DSL or cable, or DISH.

By the way, http://www.gizmoproject.com/ gives you free calls to other gizmo users, $0.01 per minue to every regular phone number and a free call in number (with las vegas area code). This is a good deal too.
Yahoo messenger charges 2 cents per minute without a free call in number.
