I am a tech for a local Volvo dealer. The snow flake represents that the outside temp has fallen to the point where icy conditions may occur it is just a pre warning to advise you to drive carefully. no repairs are needed and the light will go off after temps go above aprox 36-38 degrees.

The car has 2 seperate problems.
1. The snowflake light indicates that the air conditioning system has a fault. It is probably something like the car is running low on coolant charge in the compressor. Have the air conditioning serviced.
2. If the car is having a hard time warming up, you might need a new thermostat. Have a garage check out the cooling system ie. radiator and thermostat to see what the problem really is.

The snowflake lets you know that the outside temperature is around the freezing mark. Should be described in your manual.
