dim seems to be the general theme of this question....

I'm guessing the bulb is burned out.

I'll bet you a dollar that's it.

The headlamp is a dual element bulb. The low beam element is burned open. It should be replaced. An old trick I have used before is to turn the headlamps on, and then smack the headlamp pretty hard with my open palm. Every now and then the filament ends would meet and then kind of weld themselves together and the lamp would come on. Most of the time, when you turned them off and then back on the lamp would still be off and I would repeat the process. It doesn't always work, but sometimes it will.

because the headlight has two different elements. one for high, one for low.
