Not necessarily. While many medical schools out the US offer a high quality education, if you intend to practice medicine in the US, it's best to stick to a US school.
For one thing, the US is recognized as having the BEST institutions of higher education (colleges, universities, professional schools, etc.) in the world. Sure the UK might have Oxford and Cambridge. but we've got Berkeley, Harvard, Stanfurd*, Yale, Princeton, CalTech, MIT, etc...
But a bigger reason for staying stateside for medical school is that it is VERY DIFFICULT to get licensed to practice medicine in the US if you did not study at a school with the proper accreditation. The medical licensing test is hard enough, but if you are an international student, you have to take an additional clinical exam (which costs $1200 by itself!), and you are not a priority when it comes to residency matches.
There are a few schools in the Caribbean that have accreditation through the US (or somethingl ike that), and it is just fine to study there. Those schools are less selective, which is why the appeal to many applicants.
Also, it is generally okay to study in Canada. However, they do prefer to take Canadians, especially applicants who plan on staying in Canada and working under their socialist health care program.

They can be. In general, US schools produce very, very good specialists. Part of that is because we have some of the best diagnostic technology in the world. Schools in other countries (UK, Australia, Italy, etc) produce very good generalists.
