Here's what you do (this is my standard advice, but for your age group it's appropriate): wait until he changes something (like his hair, or wears a new outfit, or does something impressive on a skateboard), then walk up and compliment him on it.
If he thanks you and turns away, he's not interested (or interested and shy, but you can't get a shy boy without risk of embarrasment) so there you go.
If he thanks you and tries to continue the conversation, then he's interested (or at least trying to keep you around long enough for him to make up his mind) so there you go.
If he says something rude or dismissive, just play it off as if you were trying to be nice; literally, "Wow. That's what I get for trying to be nice" and walk away.
The worst thing that could happen -- since he's a guy, and some guys are jerks -- is he could say something like "why, you think you can compliment me and I'm going to date you or something?" but that's EXTREMELY unlikely. Besides, if he is wearing new clothes, or has a new haircut, he'll be a bit insecure about it and will likely appreciate the compliment.
Unless he looks bad, though. Don't compliment it if it looks bad.
EDIT: Don't ever, ever, ever do anything in writing. You'll never be able to pass it off as a joke.

The lowest risk is to ask him to join you and two or three other people to do something in public. That way, he's part of the crowd and won't feel pressured and you won't feel embarrassed if he doesn't want to go.

Just ask him if he likes you and if he would like to go out with you that way you wont embarrass yourself.

Send him an email, its private, yet fast. If it turns out he is a complete jerk and starts telling everyone you sent him the email, then say you never sent that email is was your friend SoandSo as a joke.
