I have Blender 3D and I need to know if there is one that can be used with open source and so I can also use a digital pad and mouse with it to color and design my models easily.

What other programs are you using?
Because from my classes in 3DS Max, we need to use skins to cover our models and we create these in Photoshop or whatnot.

I've never used Blender personally, but I have it on my comp since it was free.

If you're doing a coarse in whatever, then get the software from your university/college, I'm sure they will have a discount/shared version or something. Blender is pretty much the best free 3D modelling software. You can always try AutoCAD? ;S
