From my experience puppies open their eyes in 10-15 days after their birth. You should wait.
P.S. My dog had puppies twice (11 and 8)

You're puppies are sick, go to a vet ASAP. if you can't afford it, drop the puppies off at a nearby shelter(Humane Society for example), there they could get the proper care they need.
P.S Lei's advice doesn't seem accurate, not to be rude or put nobody on spot, im just tryin to look out for the puppies.

Yellow is a sign of Jaundice. Your puppy really needs the treatment of a vet as soon as possible.

hm... dont worry, thats normal. but if u want, try this.... get a cotton ball and soak it in luke warm water then gently wipe it to their eyes.
