Ok i got the guts to ask a guy that ive been hangin out with for about three weeks now if he liked me or not cause he already new that i liked him and you know he hugged me first and everything like that....and then the day before i had asked him if he liked me when he was saying goodbye he gave me a hug as usual and then the words "i love you" slipped out of his mouth....and so after that everybody was wanting me to ask him if he liked me or not and then he goes and says "i dont know"

Hes either shy or he doesnt want to hurt your feeling by saying no but you have to ask him to be sure.

He definitely likes you given that he is hugging you and telling you that he cares for you. It is probable that the reason that he was hesitant to tell you that he likes you is because you are making everything so public. You probably shouldn't have told people that the "I love you" slipped out of his mouth. That should have been private.
It is difficult enough to start a new relationship, but becomes even more so when every detail is made public. He's a young guy and doesn't want everyone knowning everything about his relationships.
Just try being a little more discrete.

Shy people don't "not know" that they like someone. If he likes you, by now he'd admit it. He said that he loved you but maybe it isn't in that way, and if it was in that way, there could be a reason he doesn't want to pursue a relationship with you at the time. Shy goes I know wouldn't want to ask a person out or make the first move, but if the first (and second in your case) move is already made, they respond.

Thats the problem with men these days, They never tell you what you want and need to know, I think he is playing hard to get, or maybe he wants to see other ppl for now
