I know this is going to sound crazy..but I really think that Winnipeg is one of the best cities to live. Well, at least to establish an affordable life.
Currently, I live in Edmonton and find the cost of living here outrageous. And, not everyone wants to work in an oil field or rig and risk permanent back damage to make 30 bucks an hour !!
When I lived in Winnipeg (1997-2003), I paid 300.00 a month rent. My monthly living expenses ( utilites etc. ) totalled around 600.00 a month. To buy a house, you can easily get a nice house under 100 000.00 !! And, despite popular belief, there really are jobs there ( they just do not pay oil rig wages !).
I have to say I miss good old Winterpeg !!!

I don't know a place for "great jobs", however, for other reasons:
Halifax offers the atmosphere of small coastal villages, country charm, and wilderness for which Nova Scotia is known.
Life revolves around the sea.
A very safe environment for living.
Whatever your budget, there is an investment here for you. Whether it’s just a small building plot or a hundred acres, a cabin or a mansion, you will find it here.
It's a very small city, but the people are wonderfully friendly, the surrounding countryside is beautiful and it has a great 'seafaring' history.
It's also much more like the UK in many respects, i.e. sense of humour, drinking culture etc.

Good Luck!
You are not going to find a house for under $100 000 IN a CITY
and you are not going to find a place with more jobs than Edmonton with a lower cost of living.
There is lots of money in Edmonton.
You are correct about the buses but that is because everybody has lots of money and has cars.

Kelowna and surrounding areas in British Columbia are beautiful and if you like to experience the warmest winters in Canada, you got to live in the "Okanagan area". Cost of houses are expensive right now in any city in Canada, probably at least starting $300,000.00. Cost of living in BC is close to Edmonton except there is a 6% PST, but wages can be alot higher. Ex. Nursing and the medical field. Plus lots of jobs for that. Nurses make at least $10.00/hr. more. Good Luck

London Ontario. Its the "big city that thinks its a small town", or at least it used to be. Great university, many hospitals etc. with lots of employment opportunities in such areas. If I moved back to Canada I`d pick London again. A great hometown, and big enough to offer everything. (Aren`t housing prices rising everywhere? Then live in the outskirts and drive in).

Agree with the others, sounds like southern B.C. Climate is how you mentioned, mostly English-speaking rather than French, entertainment, pretty mountains, and Vancouver is a wonderful city. We have beaches though, being a coastal city. We also happen to have high taxes, but hey, can't have everything :/

victoria, langford, nanton(this place has to be the capital of quiet towns lol), fort langley, lake cowichan, youbou, the upper part of abbotsford(NOT close to downtown ick)
victoria has the best bus service i've ever seen, you have to look for the housing deals and if you have a good education then you can snag the good jobs that pay enough to live on
