Justin is correct, but you MUST set up the directories on your memory stick correctly.
Check you PSP manual, it must have a directory called PSP I think, then under that another directory called music.
You must drop files into there.

I am assuming you have a PSP with a Memory Card in it,
A mini USB cable
A PC with a USB slot
And some knowledge of copy-paste

Let's begin.
Turn on your PSP
Connect the cable between the PC and PSP
Go to the leftmost settings menu on the PSP
Scroll to USB mode and select it
The PC should now detect an external hard drive
Navigate to the new hard drive, for example F:
Now navigate to F:\PSP\MUSIC or make the folder
Paste all the music you want from your PC there.
Disconnect the cable and quit USB mode on the PSP.
Done!

connect your psp to your pc via a usb cable
open your music folder (where you've stored music on your pc)
find and open the psp file (i.e. J:) and drag and drop the what you want into the music or sounds section

Easiest way is to get the PSP Media Manager, it's around 20-25 bucks, and will convert most any media to something your PSP can use.
