How is the best way to tell a girl she looks very nice?

good question! just tell her she looks beutiful or something lke that. it would be a real compliment.
oh and please dont tell her she looks "sexy." personally i would not like to her said about me. maybe that i pretty or hot but not sexy!

Just be honest and say how you feel to her. No pick up lines, just honesty. So lets say you think she is the prettiest girl you've seen, then tell her. She'll be flattered.

She if she's doing anything new like straightening or curling her hair or wearing a new shirt if so compliment IT not herself it's the easiest way to get started

exactly that. tell her exactly what looks nice about her.
and don't use the word nice though. use pretty, or beatiful or gorgeous.
