This is one of those times that if you have to ask you shouldn't even mess with it. Because this is complicated and runs the risk of you screwing up your computer. But if you are serious I would suggest looking through the windows registry, if you have to ask stop now, Do a google search on windows registry tweeks

Google "Windows Policy Editor" or "Windows Groups Editor" depending on what version of Windows you are using.
