According to the AKC:

Size, Proportion, Substance
Weight - A well balanced little dog not to exceed 6 pounds. Proportion - The body is off-square; hence, slightly longer when measured from point of shoulder to point of buttocks, than height at the withers. Somewhat shorter bodies are preferred in males. Disqualification - Any dog over 6 pounds in weight.

The AKC standard is a maximum of 6 pounds. Many 'pet' quality Chihuahuas are much larger because they come from puppy mill breeders who only maintain the breed on paper but pay no attention to the actual characteristics. There are also a lot of deceptive and careless 'backyard breeders' who sell any small dog as a 'purebred Chihuahua' because they're fashionable right now. You have to work to keep toy breeds small because you are actually concentrating defective growth genes to keep them small. In other words, they're not genetically healthy to start with. Over time more normal growth genes sneak back in and they revert closer to a natural size of about 15-20 pounds; these dogs are probably healthier but will never win any shows.

My advice: If you want a small, active, yippy dog, get a Jack Russell.

Its hard to tell if they are a "full breed" unless you can track down the complete family line. Most Purebred chihahuas are between 3-8lbs supposedly. If somewhere in the dogs family line, they were mated with a larger chihahua, then its quite possible that you could end up with a larger than normal chihahua. There isnt anyway to be sure how big they get. Usually its easier to say if both mom and dad are standard sized but there is always the possibility that the larger sized skipped a generation or two.

Pure bred chihuahuas grow to be six pounds or less, but they may occasionally be a few pounds larger. If you are thinking about buying a chihuahua, make sure you do a lot of research on them because they are not great dogs for everyone ( For example: if you have young children chihuahuas are not the right dogs for you. If you are an impacient person who doesn't spend much time at home a chihuahua is not right for you.)

For show purposes, they should be 2 to 6 pounds, but many Chihuahuas go up to 10 or 12 pounds.

Reputable breeders breed within the 2-6 pound range, a chihuaua over 6 pounds may not be purebred.

AKC breed standard calls for 2-6 lb, but there are many chihuahuas that are bigger than that and still chihuahuas.
