If the belt is too short to wrap around you twice and too long to go aroung once, make sure your belt is the correct size first. Secondly, ask your instructor or any student higher rank than you. They SHOULD help you out without any hesitation.

first of all, take the two tips of the belt and put them together to find the center of the belt. you'll see it makes a U shaped loop at the back end.
place your finger at the back and place that point against your waist, because it's the middle of the belt. wrap the belt around your waist once.
take the end in ytour left hand and wrap it over the right end and under the part that's wrapped around your waist and pull it tightly.
the end that was on your left should now be on the right, take this right end and wrap it over the left and pull tight (DON'T wrap it underneath the part that's wrapped around your waist this time it should be enough from the first time you wrapped it around your waist)
the ends should fall somewhere around mid thigh on your legs, and you should have what's called a square knot.
if your still not sure about it, ask the instructor to show you how they want you to tie it, that would be the best way to find out any way. different schools may have different ways of tying the belts.

Karate Belt Tying
Start by holding the "K" logo end of the belt a couple of inches longer than the length you want the belt to be when it is tied. Wrap the other end of the belt around your waist.
Continue around your waist a second time, while maintaining the position of the "K" logo end of the belt.
Tuck the end of the belt under both layers and up. Pull both ends straight up and down to tighten the knot.
Fold the belt down.
Tuck the "K" logo end of the belt under the other end.
Loop the "K" logo end of the belt around the other end and through the knot.
Pull to tighten the knot. If done properly, both ends will be the same length.

The knot is right over left then left over right. Belts come in various lengths. It should be wrapped around you twice then knotted. The flowing ends should both drop down (not one up and one down).
