My pediatrician told me not to bathe my daughter but every other day when she was tiny and to wash her private area of course every day. This is to let her natural body oils have a chance to build up. She still has dry skin today.
As far as itching, I have that on my arms at times, I bought Gold Bond Shea Butter. Works like a miracle! And a little goes a long way.
Smells good too! I love it.

Baby lotion is mainly fragrance and water. You have to use a really good lotion for dry, sensitive skin such as Aveno. Also make sure she doesn't have excema which can be dry or itchy.
A company named Melaleuca makes great products that I used on my kids. They are natural and eco-friendly. You can check them out as well.

Use A&D ointment for a day or two, until her skin is soft again, then switch to Walgren's After Sun lotion. It is miraculous. Also, increase her oil intake, Olive oil is prolly best for a baby. Up to 1 tablespoon per day, mix it with her formula or something.

rub her down with olive oil about 30 minutes before her bath then rinse any extra of with warm water in the bath. Some oil will remain on the skin after the bath just massage it in as you dry her off.
