Itsn't standard Italian.
It looks dialect from the area close to Turin but however a bit mispelled . I believe it should be 'bocia galup' (2 separate words) and the meaning could be 'attractive guy'. However depending on the contest translation might be slightly different.

hi..I'm Italian and this word has no sense...
I've made a research and it sounds like a surname : Bacigalupo Valerio...he was an Italian soccer player in '20- '30 and played in the "Big Torino" team...the best team in these years.
so it sounds like a greeting referring to an Italian...
