Because guys want to have sex. They equate skin, nakedness, as a prelude to sex. A line in the movie Bull Durham says that a guy will do anything if he thinks it is foreplay.
As much as women claim to be liberated, our society still views a woman "giving herself" and a man "taking a woman" when they have sex. A guy who has sex with the most women is seen as the strongest, most desired, most admired male of all of them, or else the women wouldn't have let him penetrate them. A woman with multiple sex partners is a whore, a prositute, someone of the lower end of society because she gave away herself for money, gifts, etc.
It has been that way forever, that a pretty smile, a short skirt, a low cut blouse can open doors. However, I know more than one of my girlfriends will swoon and act different than normal to get the attention of a cute boy.

Simple. We are visually & sexually driven entities. But not all men will change course just for some skin. Smoe skin and afew words will definitely get some attention though.
