My sister had this problem. She bought little doggy shoes and used them during the winter time when the dog went outside.
The pads of the dogs feet would actually stick to the ice when she went outside. Took a while for the dog to get used to them though. If that doesnt work you might try putting vaseline on her paws before she goes outside to protect them.

Yes-I have a Dobie and his paws were the same way but splitting too. The vet said to rub vasoline on them at night. It worked!
Hope this helps

Thay do make pup boots, yet I even have stumbled on maximum canines hate them. they might get used to them in time. My Lab has the comparable concern...it sounds stupid...yet while its bedtime, I rub Eucerine unique Cream on her pads and then hide her ft with thick tube socks. I tie the socks round her ankles with a strip of any textile so they do no longer come off. She walks extremely humorous for a whilst yet she gets used to it. contained in the morning, I take the socks off and repeat this for some days It facilitates with the dry, uncooked pads and after awhile she seems to comprehend that i'm assisting her and he or she gets on the settee and flips onto her lower back and sticks her ft up contained in the air waiting for her "pedi-care". provide it a attempt, i think of that's going to help.

Hertz actually sells a paw pad grease. It's like a moisturizer, and it's very inexpensive. They sell it at any pet store.

Use some udder balm on his feet and cover them with baby socks at night to help his feet from cracking.

unless they appear to be cracking and causing him pain, they are probably fine. those are like his shoes, so you don't want to soften them up too much, might cause him discomfort outside. if they are really bad, i would think something like vaseline would be ok, since if he licked it off it wouldn't be harmful (i'm just assuming here, since it's ok to put it on your own lips haha). good luck, he looks adorable in that pic!
