my mother inlaw who is 66 years old recieves SSI and PERA from my father inlaw who has passed away she recieves a w-2 from both but there are no state or fed. taxes are taken out so my Question is can or should she file and if so can she get a refund

Well, this year she can definitely get a refund for the phone tax. Otherwise, since she is not paying taxes she would not get anything back. The phone tax is under $60 but its something.

She receives a W-2 from SSI? That's unusual.
