First of all My Brother, you forgot to put the reference of where in the book of James you found this precious piece of scripture. "All Scripture is God-breathed (inspired by God)and is useful for teaching,rebuking, correting, and training in righteousness, sotha the of God may be thoroughly equipped for every good work."(2nd Timothy 3:16) Keeping this in mind man was only perfect when God first Created Him with His own hands. In his own image and likeness they created Man.(Father,Son,Holy Spirit)Genisis 1:26. God is a perfect being, and the first man was made in image and likeness to God. Man was spiritual,full of love, joy, patience,holiness,wisdom,righteousnes, ect. Now this was perfection indeed. God walk with Adam and spoke to God in that perfect harmony of father and son. but when Satan got Adam and Eve to disobey God, there came the separation between man and God. The likeness of God was gone, perfection was gone. No man has ever been perfect but one and that is Jesus Christ. He is the word that became flesh, the perfect word. (John 1) No man is complete or Perfect without God, to be able to walk in perfection (simbolicly Speaking) we need to walk in the light of the Gospel, we need to be in Jesus and let the Spirit of God guide us and control our fleshly emotions and make them more like the firstman. If we walk in the light of the Gospel we will be walking in Love, peace, patience, joy, kindness, goodness, faithfulness, gentleness, and self-control. Only in Christ we are complete and perfect, because in him all our needs are met. The Book of James teaches a lot of Humbleness and Obedience to the word of God. In believing and living these teachings we find perfect peace and harmony with God once again, all thanks To the only perfect one, Jesus Christ the Lord.......

I think God is preparing us for life in heaven. He has a goal for us, and when we are perfect and complete we will be prepared for life in heaven. (The way to heaven is different, and has been gone over many times on this site.)
As for loving your enemy--I had a class where someone contrasted the Bible verse with one from Lavay's (?sp) satanic bible, which was more or less: Hate your enemies, as this leaves you more love for your friends. This absolutely floored the class, because we read 'love your enemy' and 'love your neighbor' and figure that that's for Jesus--he loves everybody and most of us thought we were fine being nice to the people we liked. When we saw that even Satan tells us to do that, we realized that God is holding us to an even higher standard than we were living.

I don't clearly understand your point, but I can tell you this:
The word "perfect" , as utilized in the Book of James, if you take it back to the original, you will find it is "mature". An immature person is likely to be very impatient.

Perfect in James simply means complete. Meaning for things to come to a completion.
So of course it is meaningful in our day and age.

perfect means complete and mature, you can love someone but it doesnt mean that you will agree with them when it comes to fundamental truth issues.
