there are several types of pollution. For instance, there is "Class A" Rubbish - household garbage. If a property is an unpermitted landfill, then the property owner is liable for cleanup costs.

So, it is in the best interest of the landowner to keep people off of their property.


In Hazardous Waste Applications, the debris has to go to a licensed landfill. All waste is documented as to who sent it and how much was sent. If the landfill goes bankrupt, then the person that sent the waste will be sent a bill by the government for their share of the clean up costs of the landfill (if it has to be cleaned up).

The cost for cleanup is paid by the state.

That is the problem with illegal dumping, the taxpayer ultimately pays to have it cleaned up.
