If you don't make any money you don't have to file even if you make a little money you don't until you make above a certain amount I believe its about six or seven thousand dollars for this filing season unless you have a small business then the threshold to file goes down to about 4 or 5 hundred. If you look at the booklet look under the do I have to file it burried somewhere in the front with all of the other instructions. I learned about the limit of filing when I didn't make enouph and actually got a card stating that if I don't make any more money next year don't bother to file.

If your income for the year was zero, or for that matter below an amount that depends on your marital status, filing status, age and whether you're a dependent, then there is no requirement to file. If you had NO income, then there would be no point in filing.

No income, no tax to pay, no form to file. There is no reason to claim children if you made not income for them to offset.
