You need to decide how you will feel if you don't tell him. Would you be happy just being friends? If not, then tell him. He may or may not feel the same way, but hopefully he does. If he isn't dating any one else right now, I would give it a shot. Hope it works out for you.

Well if you can tell him anything, you should tell him how you feel. You are already close friends, so you know he enjoys your time. Go for it. The only way you'll know is to take that chance.
