I would get it built into the new house by making a recess in the wall where you would like to hang it. Walls are usually 3 1/2 thick or more due to the studs and then 1/2 inch or so for the drywall. If you were to have the builder (or yourself afterwards) cut out a section of the drywall and make a shallow recess into the wall. Paint the recess white (to reflect as much light inside itself as possible). Have an electrician wire a switch, power and a box into the recess. You can put a small flourescent light (very energy efficient) in the recess and then simply hang your window on the wall in a way that covers the entire recess. Turn on the switch and the window lights up... all the wiring is hidden and the window is flat to the wall (or so it appears) just like a picture would hang. Good Luck!

You might try to attach clear rope light to the back side of the frame, so then when you hang the framed window the light will show through. A mirror mounted to the wall behind the framed window will help to reflect the light through the window.
Another inexpensive method is to get the small clear lights on white wire (christmas type) and hang them behind the window to show light through as well.

If your window is transparent,-You'll need to put a translucent or frosted piece of glass or plastic behind the glass so your light system doesn't show. As for lighting--try rope lights secured in an even pattern-but have a few inches of space between your light source and the glass layers, to ensure even lighting. Whatever you use to light it--make sure it doesn't heat up--so you don't experience another fire.

I would have a shadow box type frame built with the light inside, then you can have it on or off and can hang it where ever. That way you don't have to fool with cutting holes in walls ... or permanantly affixing the window to any particular place and having to worry about selling it with your home when you move.
