What is considered as a "hot" chick to one may not be to another. It's all in a matter of personal preference. Where something about a girls personality or looks may be extra special to someone, it may not be to someone else.
A "hot chick" attracts ones attention.

It depends on what the guy is looking for. Some guys like women with brains and beauty, while others look for women who dress skanky.
I'd say as a rule, a hot chick could be defined as a girl with confidence, who dresses provocatively, is flirty, and outgoing, and is of course beautiful.

I live with 3 guys (my boyfriend, my brother and another friend), and they all seem to have a different definition of hot. One of them will point out a supposedly 'hot' chick, and another one will think they are crazy. So it doesn't seem like there is one definition, you'd have to ask the guy you are trying to impress for his own personal definition.
