If the welfare payments totaled more than 50% of the child's support, then you cannot claim the dependency exemption for the child. In this case, the "support test" for dependency fails.
However, even if the support test is failed, but the child otherwise qualifies as your dependent, then you can still get the Earned Income Credit for the child.

Yes so long as you provided over 50% of their care. In other words, if welfare only paid 30% of their housing, food, utilities, etc for the year, you are considered their provider.

Yes, I believe, as long as you are the sole provider of their keep. You have to claim the income though.
