Do you have things in common that you know of? You can suggest that the two of you go and do something together that you both enjoy...maybe with a group of friends so it is less threatening. Get to know her better and be her friend and go from there. If you already are her friend, please tell her that you have deeper feelings and let her take it from there. She might feel the same about you and be afraid to say anything too. Just go ahead and do it! you may want to lay down some subtle hints. see if she is feeling the same way as well. if she does like you too, then start up conversations with her, get to know her better. the more you are around her, the more you will feel comfortable around her to eventually tell her how you really feel. if, she's not as interested as you are and doesn't really give you any hints that she likes you. then you may want to still get to know her and keep her as a friend for now until she sees what you have to offer.
plus, some of the best relationships begin as friendships!!

One of the most attractive things to females, are males who can be MALE. If you like her - you need to just come out with it and tell her. Girls aren't mind-readers. Suck it up - you were born the male - if you want her to like you - your best chance is making the first move and not being too shy about it.

I would advise to tell her because she can't read your mind and you leave her guessing. girls DON"T like that. trust me. Flirting is good, but being honest about you feeling is better. starting a conversation about relationship could be really easy to do.
