A Contractor has requested we add this to our General Liability Insurance Certificate

It's an "additional insured" endorsement, extending YOUR liability policy to cover THEM, in case something happens.

If you're the subcontractor or vendor, you have to do it in order to get the job - it's a reasonable request. If you're the OWNER, then you find another contractor that isn't requesting this, as it's unreasonable for them to ask the OWNER to cover their operations.

If you really feel they are out of line in asking for this, relative to your relationship with them, have your agent call their risk manager and try to negotiate away from it. But if you're a sub, and they're the general, they'll tell your agent to pound sand. Sorry.
