Why do we need a Volunteer Civilian Corps when we have Halliburton and Blackwater USA?

Counting all the other non-uniform players in Iraq, aren't there enough mercenaries in theater already?

Good question. A 'Volunteer Civilian Corps' sounds like it would wind up being more expensive (and certainly less effective) that simply contracting out to those two companies.
